City of Bradford – Section 3 Notice
For Section 3 Residents: Section 3 Resident is defined as 1) a public housing resident; or 2) a low income or very low-income person residing in the City of Bradford.

Local Business and Employment Opportunities
The City of Bradford is committed to promoting the participation of eligible and qualified low-income City of Bradford residents in projects funded through the Community Development Block Grant Program (CDBG) and HOME Program provided through the U.S. Department of Housing and Urban Development (HUD).
In projects assisted through the above listed programs, employment and training opportunities may be available to low-income City of Bradford residents through participating builders, contractors, and other business along with various construction trades.
The City of Bradford will encourage all participating contractors and sub-contractors to utilize, to the greatest extent feasible qualified low income persons for employment and training positions.
Interested persons should contact Shane Oschman, Office of Economic and Community Development, P.O. Box 490, Bradford, PA 16701 or 368-7170 for a “Certification for Resident Seeking Section 3 Preference in Training and Employment” form. The City of Bradford will not serve as the employer of projects undertaken through the above programs; however, the City of Bradford will establish and provide a list of qualified persons to builders, contractors and sub-contractors participating in a project funded through the CDBG or HOME Programs.
All hiring and training opportunities for available positions will be done by participating builders, contractors and sub-contractors.
For Section 3 Business Concerns: Section 3 business is defined as: (1) 51% or more owned by Section 3 residents or (2) whose permanent, full-time employees include persons, at least 30 percent of whom are currently Section 3 residents, or within three years of the date of first employment with the Business Concerns were Section 3 residents; or (3) that provides evidence of a commitment to subcontract in excess of 25 percent of the dollar award of all subcontractors to be awarded to Business Concerns that meet the qualifications set forth in paragraphs 1 or 2 above.
