The City of Bradford will receive bids for the Veteran’s Square Streetscape Improvement Project (Contract No. 2022-1), until 4:00 p.m., Tuesday, March 8, 2022 at the Office of the City Administrator, City Hall, 24 Kennedy Street, Bradford, PA  16701.   Sealed bids will be opened and read at the regular meeting of City Council at 7:00 p.m. March 8, 2022.

     This project consists of the replacement of curbs and sidewalks with decorative stamped concrete inlay, replacement of the concrete areas within the park; installation of ADA compliant ramps and decorative stamped asphalt sidewalks on Marilyn Horne Way; install stamped concrete and replace granite steps with concrete steps on WWI monument, remove and install new foundation, ramp and stamped concrete and new gazebo; removal/relocation of a tree; refurbish and install new fixtures on five existing light poles on South Avenue and Marilyn Horne Way, replace curbs and concrete sidewalk on the east side of Mechanic Street; new signage and the removal/reinstallation of park benches and installation of new picnic tables and trash receptacles.

     Contract documents, including the Drawings and Technical Specifications, are on file at the Office of Economic and Community Development (OECD), 20 Russell Boulevard, Bradford, PA  16701 and may be obtained for a non-refundable fee of $150.00 made payable to the City of Bradford OECD.   The cost of mailing the contract documents shall be paid by the contractor. The bid package and plans can be e-mailed in PDF format at no cost upon e-mail request (soschman@bradfordpa.org) to the OECD.  Addenda, if any, will be issued to only those persons whose name and address are on record as having obtained the Contract Documents.  A pre-bid meeting will be held at Veteran’s Square on February 24, 2022 at 1:00 p.m.  It is strongly recommended that all potential bidders attend the pre-bid meeting to familiarize themselves with construction details and bid/project related paperwork.   Questions concerning construction details shall be directed to the project engineer, David von Arx from E & M Engineers at (814) 362-5546.

     Cash, certified check or cashier’s check made payable to the order of the City of Bradford or a satisfactory Bid Bond executed by the Bidder and acceptable surety, in an amount equal to ten percent (10%) of the total of the Bid shall be submitted with each bid.  The successful bidder will be required to deliver a Performance Bond (per Third Class City Code 36901 (g)) and Labor and Materials Bond equal to 100% of the contract sum at the time the contract is signed with the City. In lieu of the bonds, the Contractor may provide an Irrevocable Letter of Credit equal to the amount of bonding required for the project.  A one year Maintenance Bond must be provided to the City of Bradford at the conclusion of the project.

    The successful bidder will be required to comply with all Davis-Bacon and Related Acts, federal, state and local MBE/WBE Business Enterprise requirements, Equal Employment requirements of Executive Order 11246 regarding discrimination and Section 3 requirements for this project.  Documentations of solicitations and commitments shall be submitted with the bid or substantively equivalent evidence as outlined in the City of Bradford’s MBE-WBE Plan.

    Bids shall be submitted on forms prescribed, or substantively equivalent forms where indicated, and bids may be held by the City for a period not to exceed 45 days from the date of bid opening for the purpose of reviewing the bids and investigating the qualifications of bidders, prior to awarding the contract.  No bidder may withdraw his bid after the hour set for opening thereof, or before award of contract unless said award is delayed for a period of more than 45 days.  The City of Bradford reserves the right to waive any informality in or to reject any or all bids and any part of the bid, as law permits the same.
